Preliminary election results show that voters in the Northshore Parks and Recreation Service Area are approving the renewal of the six-year local levy that funds building repairs and maintenance for the Northshore Senior Center and the Health & Wellness and Adult Day Health Center.
Because NPRSA is a special tax district in both King and Snohomish counties, the levy must meet two requirements to pass: it needs at least 60 percent “yes” votes, and enough people must vote to meet a turnout requirement known as “validation.” Validation means that at least 40 percent of the voters who participated in the last general election also need to cast ballots in this election.
There are still more votes to count, but as of Friday, November 7:
King County: 72.89% yes votes, with 21,191 ballots counted (20,202 ballots cast needed for validation)
Snohomish County: 68% yes votes, with 12,802 ballots counted (11,571 ballots cast needed for validation)
Official Election results will be certified by each county on November 25.
The levy continues local funding to maintain safe, functional, and accessible facilities where community programs are offered. NPRSA owns and maintains both buildings, while the nonprofit Northshore Senior Center operates programs that serve older adults, people with disabilities, and families across Bothell, Kenmore, and Woodinville.

Election Results Too Close to Call for Northshore Parks and Recreation Service Area Levy
While voters overwhelmingly approved the Northshore Parks and Recreation Service Area (NPRSA) levy on Tuesday night, it’s too close to call because of the validation requirement.
As of Election Night, voters in King County were approving the levy with 71.76%, and voters in Snohomish County were approving the levy with 68.64% of the vote. The levy needs 60% yes votes for approval, and must also meet validation requirements, which means there must be 40% turnout from the previous general election. It’s too soon to know if the voter turnout was high enough to validate the levy.

What is the 2025 NPRSA Levy Renewal?
On the Ballot – November 4, 2025
Voters in the Northshore Parks and Recreation Service Area (NPRSA) will see a measure on the November 4 ballot asking whether to renew the existing six-year levy that helps fund repairs and maintenance at two senior-focused community facilities:
Northshore Senior Center in Bothell – home to meals, fitness classes, caregiver support, social programs, and transportation services.
Health & Wellness and Adult Day Health Center – offering day health care, rehabilitation, and support services for people with chronic conditions or disabilities.
These buildings are owned and maintained by NPRSA, while programs are operated by the nonprofit Northshore Senior Center. The proposed measure does not fund programs directly but helps maintain the spaces where services take place.
wHAT THE LEVY RENEWAL FUNDS?
If approved, the renewed levy would:
Continue local funding from the current levy (set to expire)
Fund repairs and upgrades to roofs, plumbing, and HVAC systems
Help keep the buildings safe, accessible, and welcoming
Ensure programs like meals, fitness classes, caregiver support, and health services have the spaces they need to operate
This is not a new tax, but a continuation of local funding first approved by voters in 2019.
Levy Details
• Duration: 6 years (2026 to 2031).
• Tax rate is 5 cents per $1,000 of assessed property value. Based on an average tax assessed home value of $1 million dollars, a homeowner would be taxed at the rate of $4.17 per month
