The Northshore Parks & Recreation Service Area (NPRSA) is soliciting proposals from qualified firms to provide levy consulting services related to the development and potential placement of a future ballot measure supporting the development of the Northshore Regional Community Center. The goal of this effort is to establish a responsible, data-driven pathway that aligns community priorities, project scope, financial planning, and public engagement before any future ballot measure consideration by the NPRSA Board.

Project Overview
The selected consultant will assist the agency in evaluating, developing, and implementing a funding strategy for the proposed Northshore Regional Recreation Center. Services will include voter research, stakeholder engagement, communications planning, election strategy, and recommendations regarding potential levy and/or bond ballot measures for consideration by the NPRSA Board, with the goal of preparing for a potential November 2027 ballot measure.
NPRSA reserves the right to reject any or all submittals, waive informalities or irregularities in the submittal process, request additional information as needed, and enter into contracts with one or more respondents.
This RFP does not commit NPRSA to award a contract, pay any costs incurred in the preparation of a response, or obligate funding.

Request for Proposals (rfp): Job Order Contracting
The Northshore Parks and Recreation Service Area (NPRSA) is requesting proposals from experienced general construction contractors to provide Job Order Contracting (JOC) general construction services.
JOC is an indefinite quantity construction contract under which the awarded contractor(s) will perform an ongoing series of individual small to medium sized repair, rehabilitation, replacement in kind, and minor new construction projects at facilities under the jurisdiction of the District. The estimated annual value is $2,000,000 per year, with a guaranteed minimum contract value of $25,000.
